Hilal Conferences and Exhibitions (HCE) , was founded in 1992 when the company organized the first Rebuild Kuwait Fair after the Gulf War. Since its inception HCE have developed the company to deliver a broad range of services that enable it to be a one-stop shop for event organization and delivery.
